ELCEN Faces Critical Financial Crisis: Potential Suspension of Hot Water Supply

Current Financial Situation

The judicial administrator of ELCEN, Sierra Quadrant, has reported a significant financial dilemma stemming from the Bucharest City Hall’s refusal to disburse subsidies to RADET. As a result, ELCEN’s outstanding receivables have surged to 217.5 million lei, prompting discussions among the ELCEN Creditors’ Committee about the possibility of halting hot water deliveries to RADET, as highlighted by MEDIAFAX.

In a recent press release, it was disclosed that ELCEN’s unpaid receivables have reached 217.5 million lei, with 110.3 million lei overdue by more than 90 days. This alarming financial state has led the judicial administrator to convene the Creditors’ Committee to deliberate on the future of ELCEN’s thermal energy supply to RADET.

„The cessation of hot water supply in the capital is an extreme measure that we have consistently sought to avoid. We have continued to provide thermal energy to RADET, even in the absence of payments, hoping that Mayor Gabriela Firea would eventually recognize her primary responsibility: the well-being of the citizens. It appears we were overly optimistic. For them, the citizen is merely an abstract concept. What seems tangible are the donations to churches, public funds spent on advertisements for state companies that waste millions monthly, and various trips for retirees,” stated Ovidiu Neacșu, founding partner of Sierra Quadrant.

With RADET’s previous mismanagement leading to its downfall, ELCEN has now become the focal point of financial strain. It is untenable for a company already in insolvency to provide services without compensation, further accumulating debts to suppliers and denying creditors the opportunity to recover their dues. Consequently, the likelihood of ELCEN suspending hot water supply within the next month is increasingly probable.
