The 2019 Rabla Program was anticipated to commence on April 5, but the Ministry of Environment has yet to release any official statements regarding its launch. Meanwhile, car dealerships are gearing up with enticing offers for buyers eager to take advantage of the scrappage incentive and eco-bonus.
Eligibility Criteria for the Rabla Program
If you’re considering purchasing a new vehicle through the 2019 Rabla Program, keep in mind the following requirements:

- You need to have received the scrappage benefit rights from a previous owner.
- You intend to buy a new vehicle from an authorized brand that has issued a registration note.
Steps to Participate in the Program
For those who own an old vehicle, it is necessary to surrender it to an authorized collector to obtain a destruction certificate. Following this, you will need to deregister the old vehicle and acquire a deregistration certificate. With these documents in hand, you can proceed to the dealership to finalize your new car purchase.
Financial Incentives: Scrappage and Eco-Bonuses
The scrappage incentive is set at 6,500 lei, which can be increased by an eco-bonus of 1,500 lei if you purchase a new car emitting less than 95g CO2/km in mixed conditions. Opting for a hybrid model will grant you an eco-bonus of 2,500 lei, while fully electric vehicles will benefit from an eco-bonus of approximately 10,000 euros this year.
Budget and Availability
The total budget allocated for the 2019 Rabla Program is 322 million lei, allowing over 35,000 Romanians to benefit from vouchers. The scrappage incentive is deducted from the selling price of a new vehicle, inclusive of VAT.
